How is the oversized, overloaded goods? Understanding how to correct it.

Under the Law of the Transport Industry in Vietnam, all means of transport have a limited carrying weight, so the goods with the excess weight will be considered overloaded.

In transporting container by road, overloaded, oversized goods are easy to see and often have to bypass the law or a certain method to transport.

So how to optimal transport of oversized or super-weighted goods in the most optimal way.

1. Which items are considered oversized?
     Oversize is the minimum size of the goods in excess of the permissible size of a container or the size limit of a container without walls and ceilings.
     Specifically:
         The length of goods is longer than 20 meters.
         The width of goods is wider than 2.5 meters.
         The height from the highest point of the carriageway is up to 4.2 meters; for container trucks larger than 4.35 meters

Characteristics of oversized, super-sized items:
     Oversized goods are often machinery, original goods can not be disassembled, so must transport oversized overload.

2. Regulations on transporting oversized / over-weighted cargo

Transportation

Means used for transporting oversized or oversized cargo must conform to regulations on means in our country.
Means of transport must have registration papers, quality control of vehicles suitable and valid, ensuring technical safety when circulating.

In case of modular trailers, which can be used together to carry super-weight and super-weight cargo, the registry office shall certify in the certificate of technical safety and environmental protection inspection of the vehicle. content: "It is allowed to pair the modules together and must have a car circulation license issued by a competent authority."

In case of necessity, the means of transporting super-weight cargoes may be renovated according to the design dossiers already approved by competent agencies.

Vehicles allowed on the road

Overloaded or over-weighted over-the-counter vehicles are the most common.

Road vehicles must comply with the regulations on circulation of overloaded vehicles, over-sized vehicles and caterpillars on roads in Chapter III of Circular 07/2010 / TT-BGTVT.

The circulation permit is issued for the transport of super-heavy cargo according to the form provided in Appendix 2 to this Circular.

Provisions when operating overloaded oversized vehicles, vehicles transporting super-weighted goods:

1.Circulating overloaded vehicles, oversized vehicles, caterpillars on roads

Excerpt from Article 11 of Circular 46/2015 / TT-BGTVT)

1.1. The circulation of overloaded and oversized vehicles and caterpillars on roads must ensure traffic safety and safety for road works.

1.2. Organizations and individuals that are owners of vehicles, carriers, charterers or drivers of vehicles when operating overloaded vehicles, oversized vehicles or tracked vehicles on roads must comply with regulations. after:

    a) Having a circulation permit for overloaded vehicles, oversized vehicles and tracked vehicles on the road, granted by a competent agency;
    b) Comply with the regulations written in the vehicle circulation license.

1.3. Vehicles carrying goods exceeding the permitted mass of vehicles according to the manufacturer's design or exceeding the permitted cargo volume stated in the certificate of technical safety and environmental protection inspection of the vehicle must not permission for circulation on the road.

2. Circulating transport of super-sized and over-weight goods on roads

Excerpt from Article 14 of Circular 46/2015 / TT-BGTVT)

2.1. Vehicles transporting super-sized and over-weight goods circulated on roads must comply with the provisions of Article 11 of this Circular.

2.2. Cases where a vehicle must be used to guide and escort:

    a) When loading goods onto means of transport having one of the outer dimensions (of the combination of means and cargo loaded on the means) as follows: width greater than 3.5 meters; length greater than 20 meters;
    b) At road sites, road reinforcement must be made.

2.3. Cases subject to road survey:

    a) When loading onto a vehicle having one of the following outer dimensions: a width greater than 3.75 meters or a height greater than 4.75 meters or a length greater than 20 meters for grade IV roads or smaller ; or greater than 30 meters for roads of grade III or higher;
    b) Motorized road vehicles with a total vehicle weight or axle load exceeding the road's operating capacity.

3. Note when shipping oversized orders

Transporting oversized goods is more difficult than usual, requiring a combination of vehicles.

All vehicles and equipment must be licensed and verified for circulation, otherwise they will be arrested for violating traffic regulations.

Some types of goods that are often overloaded during transportation include: long iron and steel, project goods, large equipment pipes, industrial toilets.

Declare shipping costs, additional costs

Example:

  • Transportation by road: only transporting by road container, the limit of goods below the limit allowed for road transport according to the state regulations. Container truck carrying from place to place, combined with lifting and lifting crane.
     
  • Multimodal transport: combining at least 2 forms of transportation if from the point of delivery to the point of delivery required to do so (or a combination of cost savings for customers).
